Agencies use the funding request/decision package to describe and support each requested incremental change to their current budget. These documents are filed with the Office of Financial Management (OFM) and the Department of Information Services (DIS).

Significant information technology budget request items must be reflected in the agency's IT portfolio. Agencies must send their completed decision package for all IT investments to both OFM and DIS. The IT portfolio process requires that each proposed investment be rated for the severity and risk exposure that it creates (see Risk Analysis).
